The Pesticide Registration Improvement Extension Act (PRIEA) has announced that registration service fees for covered pesticide registration applications received on or after Oct. 1, 2015, will face an increase by five percent to the nearest dollar from the fees published for fiscal year 2015.

People potentially affected by this act are those who register pesticide under the Federal Insecticide, Fungicide, Rodenticide Act (FIFRA) including agricultural pesticide manufactures, antimicrobial pesticide manufactures, antifoulant pesticide manufactures and wood preservative manufacturers. People should consult the North American Industrial Classification System (NAICS) codes and section 33 in FIFRA for help determining if they need to worry about the PRIEA.

The Pesticide Registration Improvement Act of 2003 rewrote section 33 of FIFRA creating a registration service fee system for certain types of pesticide applications, establishment of tolerances, and certain other regulatory decisions under FIFRA and the Federal Food, Drug and Cosmetic Act (FFDCA).

Applicants must submit fee payments at the time of application; application fees can be found at www.epa.gov and can be paid online at www.pay.gov. Proof of online payment must be attached to the paper application sent to (REGFEE), Office of Pesticide Programs (7504P), U.S. Environmental Protection Agency, 1200 Pennsylvania Ave. NW., Washington, D.C. 20460-0001. If necessary, a fee waiver can be requested with proper documentation (found in FIFRA section 33(b)(7). Applicants will be notified via email when applications have been received and covered and will receive a unique identification number.
